PUBLIC WORKS COMMITTEE
MINUTES OF AUGUST 16, 2005
SPECIAL MEETING


#1 CALL TO ORDER
Chairman Terry Baldwin called the Special Meeting of the Public Works Committee to order at 5:35 p.m. for the purpose of awarding a bid for demolition of various structures, awarding a bid for asbestos abatement and authorizing a grant application for boat access at Ellsworth Park.

Roll Call was answered by Chairman Terry Baldwin, Aldermen Robert Boyd, Dale Brandenburg, (Vice Chairman) Ron Candido, Keith Souza and Rick Strebing. Absent was Alderman Jerry Askren. A quorum was present.

Others Present were Mayor Scott Eisenhauer, Aldermen Lois Cooper, Steve Nichols, Nancy O’Kane, Mike Puhr and Tommie Reed, City Engineer David Schnelle, Public Works Director Doug Ahrens, 3 news media and 3 audience.

#2 PUBLIC WORKS - Doug Ahrens, Director
Chairman Baldwin presented Items A & B for a single vote. There being no objections, Alderman Souza moved for approval of both, seconded by Alderman Strebing. Those items being:
A) a resolution awarding Bid #291 for the demolition of various structures, as follows: Thomas Excavating for structures at 210-212 W North for $34,500.00, 519 N Vermilion for $14,950.00, 814 E Seminary for $4,200.00, 840 E Harrison for $4,100.00 and 422 Jackson for $5,760.00; A & P Services, Inc. for structures 729 Commercial for $6,700.00 and 303-305 Collett for $6,800.00;
B) a resolution awarding Bid #294 for asbestos abatement on structures at 210-212 W North and 519 N Vermilion to Focus Environmental Contractors, LLC in the amount of $19,075.00;
Doug Ahrens reported that the bid amounts, which do not include dump fees, were very good and that demolition will begin as soon as possible. There being no discussion, the roll call vote being:
Ayes: Aldermen Souza, Strebing, Boyd, Brandenburg, Candido, Baldwin
Nays: None
Absent: Alderman Askren
Motion carried 6 to 0 with 1 absent.

C) Chairman Baldwin presented a resolution authorizing an application to Illinois Department of Natural Resources (IDNR) for grant funds of $200,000.00 from the State of Illinois Boat Access Area Development Program to develop a boat access on the North Fork of the Vermilion River at Ellsworth Park. Alderman Souza moved for approval, seconded by Alderman Brandenburg. Alderman Brandenburg voiced support for the need of fishermen to get into the river. Mayor Eisenhauer clarified that no matching funds are required of this grant; however, the City will provide “in kind services” in order to make the application more favorable. There being no further questions or discussion, the roll call vote being:
Ayes: Aldermen Strebing, Boyd, Brandenburg, Candido, Souza, Baldwin
Nays: None
Absent: Alderman Askren
Motion carried 6 to 0 with 1 absent.

#3 ADJOURNMENT
There being no further business on the agenda and after a motion by Alderman Strebing and a seconded by Alderman Souza, the meeting was adjourned at 5:40 p.m.
